The short answer for Panama City

Panama City and Panama City Beach form a two-part economy on the Florida Panhandle: a working port and military town on the mainland, and one of the busiest beach destinations in the South-East across the Hathaway Bridge. Bay County has around 180,000 residents, Tyndall Air Force Base sits just east of the city, and the beach population multiplies several times over during spring break and summer.

Two things make the crypto picture here distinctive. The first is seasonality — beach kiosk pricing widens noticeably during peak weeks, in the same way we see in Daytona Beach during event weeks. The second is Hurricane Michael, which struck in October 2018 as a Category 5 storm and devastated Bay County. The recovery has been long, and it left a community with hard-earned scepticism about anyone demanding money in a form that cannot be recovered.

That scepticism is well placed, and this page will reinforce it.

The local map: four layers of access

Bay County's crypto access divides at the bridge.

The mainland. 23rd Street, Highway 231 and the surrounding commercial areas carry kiosks serving residents. Pricing is mid-range for Florida at 12% to 17% all-in, and reasonably stable through the year because the customers are local.

Panama City Beach. Front Beach Road and the tourist strip. Machines priced for visitors, and the exchange-rate markup widens during spring break and peak summer. We have modelled all-in costs approaching 20% at peak.

The Tyndall corridor. East along Highway 98 towards the base. A military population with the same considerations we cover for Pensacola: clearance documentation, deployment lockout risk, and a commercial ecosystem outside the gate that has always specialised in extracting money from young people with steady paycheques.

Lynn Haven, Callaway and the surrounding communities. Residential, app-first, with supermarket voucher machines for convenience purchases.

Buying online from a licensed exchange

Standard mechanics, plus one Panhandle-specific consideration.

Licence. Florida licenses money transmitters under Chapter 560 of the Florida Statutes through the Office of Financial Regulation. CEX.IO Corp holds Florida licence FT230000264 and NMLS ID 1804170; Coinbase, Kraken, Gemini, Crypto.com and Robinhood Crypto hold equivalent Florida authority. Verify free on NMLS Consumer Access.

Product. CEX.IO from 0.16% maker / 0.25% taker; Gemini ActiveTrader 0.20%/0.40%; Kraken Pro 0.25%/0.40%. Retail buy screens cost 1% to 1.49% plus spread.

Funding. ACH free, one to three business days.

Storage, and this is the Panhandle-specific part. Bay County knows what a Category 5 hurricane does. If you self-custody crypto, the recovery phrase must survive that. Paper in a drawer does not. Paper in a fireproof box may not survive water. A steel backup plate in a waterproof container, in your evacuation kit, is the right answer — and a second copy with a trusted person inland is not paranoid here, it is the same logic you already apply to insurance documents and prescriptions. Consider also that after a major storm, power and connectivity can be out for weeks, which is another argument for an authenticator app over SMS and for not needing to access your holdings urgently.

Buying with cash: kiosks and vouchers

Panama City kiosks run 12% to 20% all-in depending on which side of the bridge you are on and what month it is.

The seasonal effect is worth understanding because it is invisible. Operators rarely change the advertised percentage; what widens is the exchange-rate markup inside the quote. Compare the machine's rate against the live spot price on your phone — that comparison is the only way to see it.

Coinstar machines running Coinme inside local supermarkets are voucher products, not ATMs — cash in, printed code out, redeemed in the Coinme app. Coinme's own documentation describes an all-in cash exchange fee of roughly 15% to 18% depending on location, plus a 4% transaction fee.

Confirm liveness before travelling. Bitcoin Depot filed Chapter 11 on 18 May 2026 and shut roughly 9,700 machines nationally, about 156 in Florida. Panhandle convenience stores still display old branding.

Operators still active: CoinFlip (roughly 270 Florida machines), Byte Federal (headquartered in Venice, Florida), Coinme via Coinstar, Athena Bitcoin (Miami headquarters), RockItCoin.

Panama City neighbourhood breakdown

Physical crypto access in Panama City is not evenly spread. Machine density follows cash-heavy retail, not population or income — which means the areas with the most convenient machines are frequently the areas with the worst pricing. Here is how the corridors compare.

23rd Street & Highway 231

The main commercial corridors on the mainland. Densest kiosk coverage in Panama City proper, serving residents rather than visitors. The best local pricing.

Highway 98 & the Hathaway Bridge corridor

The artery connecting the mainland to Panama City Beach. Machines here straddle both markets and price accordingly — mid-range off-season, higher in summer.

Panama City Beach & Front Beach Road

The tourist strip. Kiosks priced for spring break and summer visitors, reaching the top of the Panhandle range at peak. Cross the bridge before buying.

Downtown Panama City & Harrison Avenue

The historic core, substantially rebuilt after Hurricane Michael. A small but reviving business district with few machines.

Tyndall Air Force Base corridor

East along Highway 98. Military population with the associated clearance, deployment and predatory-product considerations. Machines in surrounding convenience stores.

Lynn Haven & Callaway

Neighbouring residential communities. Supermarket voucher kiosks and a few true machines at mid-range pricing.

What each route actually costs

The table below prices the same $1,000 bitcoin purchase through every route available in Panama City, using published fee schedules as at August 2026. The numbers include both the stated fee and a realistic allowance for exchange-rate markup, which is where most of the cost hides.

Cost of buying $1,000 of bitcoin in Panama City, by method
Method All-in cost on $1,000 How fast
Licensed exchange, ACH + limit order $2–$6 1–3 business days
Licensed exchange, debit card $25–$40 Minutes
23rd Street mainland kiosk $120–$170 Under 10 minutes
Panama City Beach kiosk in peak season $170–$200 Under 10 minutes

Costs are our own modelling from published operator schedules plus observed exchange-rate markups; your machine may differ. Always read the on-screen quote before confirming.

What we see people get wrong

Hurricane Michael made permanent the point that this website keeps making in the abstract: irreversibility is the defining property of a crypto payment, and it cuts both ways.

After the storm, Bay County saw the full catalogue of disaster fraud — contractors demanding large deposits and disappearing, fake charities, fake adjusters, and demands for payment in forms with no recourse. Crypto has since joined cash and wire transfers on that list. The rule is absolute and worth repeating: never pay a storm-repair deposit in cryptocurrency. A legitimate licensed contractor will accept a method that offers you recourse. One who insists on crypto is telling you something.

The second local lesson is about self-custody and disasters. When you hold crypto in a hardware wallet, you and only you can recover it — which is the point, and also the risk. We have heard from Panhandle residents who evacuated ahead of a storm with the recovery phrase still in a bedside drawer, then spent weeks unable to return. Nothing was lost in those cases. It easily could have been. A steel plate in a waterproof bag in the same kit as your documents solves this permanently for about the price of a meal out.

The third, more ordinary: Panama City Beach machines during spring break cost roughly $30 more per $500 than mainland machines in February. Cross the bridge.

The single biggest cost most people in Florida pay is not a bad trade — it is using the convenient door instead of the cheap one, over and over, for years. A kiosk habit at 15% on $300 a month is roughly $540 a year handed to an operator for a service that a licensed exchange performs for about a dollar.

Why crypto took hold in Panama City

Bay County's economy runs on tourism along Panama City Beach, the military presence at Tyndall Air Force Base and Naval Support Activity Panama City, the Port of Panama City, healthcare, construction — much of it still tied to post-Michael rebuilding — and retail.

Hurricane Michael in October 2018 caused catastrophic damage and reshaped the county's housing stock, insurance market and construction sector. Recovery has been prolonged, and its effects on affordability and population are still visible.

Florida's constitutional prohibition on a personal income tax means no state capital gains tax on crypto and no state tax on crypto received as income. For military personnel at Tyndall, state income tax generally follows state of legal residence rather than duty station — a base legal assistance office can explain your specific position free of charge.

Fraud, kiosks and the 2027 rules

Bay County's fraud exposure combines coastal, military and disaster-recovery patterns.

Storm-recovery contractor fraud. The most consequential local risk. Demands for deposits in irreversible payment methods, unlicensed contractors, fake adjusters. Verify licensing with the Florida Department of Business and Professional Regulation and never pay in crypto.

Impersonation kiosk fraud. Spoofed caller, claimed authority, urgency, secrecy, cash, a machine. FBI IC3 recorded 1,213 Florida kiosk complaints in 2025 with $32.8 million in adjusted losses.

Military-targeted schemes. Investment clubs recruiting through base housing groups, paid signal services, and romance scams targeting deployed personnel and their families. Report through your chain of command.

Seasonal and rental fraud. Fake vacation-rental listings on the beach demanding crypto deposits, and spring-break ticket and event scams. Any seller insisting on crypto rather than a card is telling you why.

From 1 January 2027, Florida's Virtual Currency Kiosk Act requires pre-transaction fraud warnings, receipts showing the transaction hash and destination wallet address, daily caps of $2,000 for customers in their first seven days and $10,000 thereafter, and a full refund within 72 hours for a first-transaction fraud victim reporting to the operator and law enforcement within 60 days with documentation.

Report to FBI IC3 and the Florida Attorney General.

Before you insert cash into any Florida kiosk

  • Nobody legitimate — no bank, agency, utility or court — will ever ask you to pay at a crypto kiosk.
  • If someone is on the phone with you while you do it, it is a scam. Hang up.
  • Read the on-screen fee and compare the quoted rate to the live spot price.
  • Send to a wallet you control, never to an address someone else gave you.
  • Keep the receipt: from 2027 it must show the transaction hash, wallet address, fees and refund policy.
  • Report fraud within 60 days to the operator and law enforcement to preserve your refund right.

Panama City's answers are practical. Buy through a Florida-licensed exchange with free ACH and a limit order. If you use cash, stay on the mainland and avoid peak season. Keep your recovery phrase on steel, in a waterproof container, in your evacuation kit — Bay County of all places does not need convincing why.

And never pay a contractor, adjuster or landlord in cryptocurrency. The whole reason they want it that way is the whole reason you should not.

Panama City crypto questions people actually ask

Why do Panama City Beach crypto ATM fees rise in spring?

Demand rises and the customers are visitors. Operators rarely change the advertised percentage — what widens is the exchange-rate markup inside the quote. We have modelled all-in costs approaching 20% at peak versus 12% to 17% on the mainland off-season.

Should I ever pay a hurricane repair contractor in crypto?

No. Crypto payments are irreversible and offer no recourse, which is precisely why fraudulent contractors prefer them. Bay County learned this the hard way after Hurricane Michael. Verify licensing with the Florida Department of Business and Professional Regulation and pay by a method with recourse.

How should I store a crypto recovery phrase in the Panhandle?

Stamped into steel, in a waterproof container, in your hurricane evacuation kit — and consider a second copy with a trusted person inland. After a major storm, power and connectivity can be out for weeks. See our wallet guide.

Where are the cheapest crypto ATMs in Panama City?

Mainland machines along 23rd Street and Highway 231, at 12% to 17% all-in. Beach machines on Front Beach Road are the most expensive, especially during spring break and summer.

Can Tyndall AFB personnel own cryptocurrency?

Yes. Ownership is not disqualifying for a clearance, but undocumented holdings, unexplained affluence and unresolved debt are concerns under the federal financial-considerations guideline. Use licensed venues, keep records, avoid leverage, use an authenticator app rather than SMS before deploying, and confirm your obligations with your security manager.

Do I pay Florida tax on crypto gains in Panama City?

No state tax — Florida has no personal income tax. Federal capital gains tax applies in full. Military members should note state income tax follows state of legal residence. See our tax guide.
