Coinstar machines running Coinme inside county supermarkets are voucher products, not ATMs, at an all-in cash exchange fee of roughly 15% to 18% depending on location per Coinme's documentation plus a 4% transaction fee.

Fraud and the 2027 rules
Escambia's fraud profile is shaped by the military population.
Deployment lockout is the most common and most avoidable problem, and it is not fraud. Military-targeted schemes. Investment clubs recruiting through base housing groups, paid signal services, managed-account offers, and "veteran-owned" fund pitches that trade on shared identity to bypass scrutiny. Affinity fraud works particularly well in tight-knit communities.
PCS and rental scams. Fake rental listings targeting personnel arriving on new orders, with deposits demanded in crypto because they cannot be recovered.
Romance scams targeting deployed personnel and spouses. The Florida Attorney General's Cyber Fraud Enforcement Unit announced a $5.4 million recovery from romance-to-investment fraud in April 2026. FBI IC3 recorded 1,213 Florida kiosk complaints in 2025 with $32.8 million in adjusted losses.

- No bank, agency, utility, court or law enforcement body ever accepts payment at a crypto kiosk.
- Urgency plus secrecy is a theft in progress. Hanging up costs nothing.
- Never scan a QR code or wallet address supplied by someone else.
- Keep the receipt — from 2027 it must show the transaction hash, wallet addresses and all fees.
- Report fraud within 60 days to the operator and law enforcement to preserve the refund right.
