Cape Coral is one of the strangest large cities in America from a planning perspective. Platted in the late 1950s as a speculative canal development, it now has more than four hundred miles of navigable canals — more than any city in the world — around 225,000 residents, and a commercial base that never caught up with the population. Enormous residential grids, particularly in the north Cape, have almost no shops at all.

What we see people get wrong
Hurricane Ian gave South-West Florida a very direct lesson in what "self-custody" actually requires, and it is worth spelling out because the crypto industry rarely does.

We heard from Lee County residents after Ian who could not return to their homes for weeks and did not know whether the paper containing their recovery phrase had survived. In the cases we know of it had. The anxiety was avoidable, and the fix costs about thirty dollars: a steel plate, stamped, in a waterproof bag, in the same kit as your passport and your insurance policy.
The second Cape Coral pattern is the telephone. A large retiree population, many living alone, dispersed across a huge area with limited social contact, is precisely the target profile for impersonation fraud. The absence of a nearby kiosk provides no protection — callers give driving directions and stay on the line. The countermeasure is a pre-agreed family rule: any urgent, secret request for money gets a phone call to me first, every time, and I will never be annoyed.
The single biggest cost most people in Florida pay is not a bad trade — it is using the convenient door instead of the cheap one, over and over, for years. A kiosk habit at 15% on $300 a month is roughly $540 a year handed to an operator for a service that a licensed exchange performs for about a dollar.

The population skews older and includes a substantial number of seasonal residents. Housing and construction dominate the local economic cycle, and both were profoundly disrupted by Hurricane Ian and the subsequent insurance market turmoil.
Florida's constitutional prohibition on a personal income tax means no state capital gains tax on crypto and no state estate tax. Federally, long-term gains are taxed at 0%, 15% or 20% depending on income, and heirs generally receive a stepped-up basis at death. For retirees holding appreciated assets, that combination is favourable — and worth structuring properly with a Florida estate attorney, particularly given how many Cape Coral households moved here from higher-tax states.
Fraud, kiosks and the 2027 rules
Lee County's fraud exposure combines retiree-targeted and disaster-recovery patterns.
Impersonation kiosk fraud. Spoofed caller claiming to be a bank, Medicare, the Social Security Administration, a utility or a sheriff's office; urgency; secrecy; a cash withdrawal; driving directions to a machine. FBI IC3 recorded 1,213 Florida kiosk complaints in 2025 with $32.8 million in adjusted losses, heavily weighted towards older victims.
Storm-recovery contractor fraud. A severe post-Ian problem across South-West Florida. Unlicensed contractors, fake adjusters, and demands for deposits in irreversible payment methods. Never pay a repair deposit in cryptocurrency, and verify licensing with the Florida Department of Business and Professional Regulation.
Romance-to-investment fraud. The costliest category statewide by dollar value, targeting isolated older adults. The Florida Attorney General's Cyber Fraud Enforcement Unit announced a $5.4 million recovery from this pattern in April 2026.
Recovery scams. A second theft aimed at people already robbed, offering retrieval for an upfront fee. Legitimate recovery happens only through law enforcement.
From 1 January 2027, Florida's Virtual Currency Kiosk Act requires pre-transaction fraud warnings, receipts showing the transaction hash and destination wallet address, daily caps of $2,000 for customers in their first seven days and $10,000 thereafter, and a full refund within 72 hours for a first-transaction fraud victim reporting to the operator and law enforcement within 60 days with documentation.
